RESUMO:

The Brazilian public educational system started using educational technologies as a public policy in the mid-1970s (OLIVEIRA, 1993), with important milestones for secondary education, such as the serial configuration in 1971, the progressive obligation in 1996 and the reform of the new education medium in 2017. However, despite the educational assessments being established at the national level from the PDE, in 2007, and, distance learning and the use of ICTs in education having been evidenced in the reform of the new secondary education, only in 2023 the National Policy of Digital Education attributes to INEP the evaluation of the public policy of teaching mediated by ICTs. Evaluating the public policy for the use of ICTs in education is essential, as this brings many benefits, such as expanding access to education and greater digital literacy of students. But it also brings challenges, given the disparity in access to ICTs in Latin America. In Pernambuco, the pandemic accelerated the transformation of teaching mediated by technology, impacting more than half a million students in 2020. The Virtual Learning Environment (AVA) Educa-PE was adopted as a component of the solution, despite the restrictions observed related to ICT inputs in schools and homes. From this case, the research aims to develop an instrument to evaluate the management of public secondary education mediated by ICTs in Pernambuco. It used data envelopment analysis (DEA) to assess the efficiency of schools, identify pairs of references, local social and economic characteristics, as well as insights into best practices and opportunities for improvement. The study considers the importance of establishing assessments based on school results (JHUREE, 2005), which are expressed in the product variables used. With regard to inputs, in addition to those core to schooling, a set of specific variables for the context of teaching mediated by ICTs was included. The CCR model, an acronym of Charnes, Cooper and Rhodes (1978), was adopted to measure the efficiency of schools, a model that admits multiple inputs and products, in a context of lack of information on their prices. Therefore, the study has a quantitative and descriptive approach, and its results contribute to the evaluation of educational public policies on a large scale, providing an instrument that can be replicated in other contexts and with practical applicability for the development of school management. The results showed that only 6.5% of the schools were classified as efficient, while 54.6% had an intermediate level of efficiency. The mesoregions of São Francisco Pernambucano and Sertão Pernambucano stood out for having a low representation of efficient schools, indicating that schools with fewer students in these regions may have better management conditions. Furthermore, it was observed that ICTs, such as computers and mobile devices, played a relevant role in educational outcomes. However, the research pointed limitations in relation to the quality of the data and recommended the performance of qualitative studies for a deeper analysis of the schools' efficiency ratios. The complexities and challenges of management in public schools are highlighted, such as the restriction regarding the acquisition of inputs by managers, incurring an insufficient level of resources, the diversity of interested parties and the excesses of bureaucracy. Therefore, the efficient use of ICTs is considered strategic to achieve greater potential educational outcomes. The research recommends carrying out additional studies, such as investigating the application of the method for measuring the Operational Efficiency indicator of schools, provided for in State Law No. 15.973 of 2016. It also suggests the standardization of school inputs, especially mobile devices and professors by enrollment, among others.
