SUMMARY:

The transforming role that universities play in society makes us reflect on people who are already included in them and those who still need to be included in order to reduce existing inequalities. Realizing this, we can infer that policies are needed to ensure access and quality permanence for everyone, including Students with disabilities, the focus of our studies. In this context, the Federal University of Pernambuco, our field of study, has already indicated the existence of institutional policies from the perspective of inclusion aimed at serving Ecd, through actions such as the institutionalization of the Accessibility Center and the Ecd Quota Policy , in addition to the fact that there is already a significant number of Ecd in the institution. Understanding the importance of the Accessibility Center in this inclusion process, we can outline some questions that tend to be clarified through this investigation: How did the process of creation and implementation of the Accessibility Center occur within the scope of UFPE? And what are the effects of this policy in the context of practice in the institution? With this in mind, this study aims to analyze the trajectory of the Accessibility Center/UFPE as an institutional inclusion policy, with a view to the inclusion of students with disabilities at UFPE. For that, we will need to identify the movements, in the international, national and local spheres, that influenced the creation of the Nucleus; analyze the context of production of the Center from legal documents and specific documentation; and analyze the effects in the context of the practice of actions implemented by the Central Nucleus and the Sectors aimed at Students with disabilities. As a theoretical-methodological approach, we will use the “Continuous Policy Cycle” by BALL et al. (1992), because through it it is possible to perceive the complex trajectory of policies, allowing us to verify how a certain policy was constructed, which influences it suffered, how they are being implemented in practice and their effects in the field in which it is inserted. Based on this approach, data collection will take place through document analysis and interviews with those who contributed at some stage of the NACE trajectory and with users of actions carried out by NACE at UFPE, namely the Ecd. And for data analysis, we will use Norman Fairclough's critical discourse analysis, as a way to understand the discourses and contexts in which this inclusion policy was created and is being implemented at UFPE.
