SUMMARY:

Given the recurring complaints of government interference in public television journalism and the confusion between public and government communication, this research investigates how Brazilian and Portuguese public TV journalism can serve the public autonomously. To this end, it analyzes the coverage of the COVID-19 pandemic carried out by Brazilian and Portuguese public news programs on the positions of the Presidents of the Republic and the Portuguese Prime Minister in relation to measures to combat the spread of the Coronavirus
between the years 2020 and 2021. We start from the hypothesis that the professional norm of journalistic objectivity as a regulator of a notion of single truth and supposed neutral positioning, can serve to hide government interests in public TV news, and can also be a problem faced by Portuguese journalists, but camouflaged in both countries for defending the supposed impartiality that could threaten the collective interest. The comparative study (HALLIN; MANCINI, 2010) is taken to deepen the similarities and differences in the notions of impartiality in the news construction process of the two main news programs: Repórter Brasil (TV Brasil) and Telejornal (RTP1). The expanded corpus is made up of 220 articles from Brazilian news and from Portuguese news, as well as in-depth interviews with reporters, editors and presenters. For the analytical treatment, we chose to select a sample of 25 articles from each news item, 5 of each topic relating to the main approaches to covering the pandemic: (a) use of masks, (b) social distancing and isolation, (c) vaccination, (d) economy and (e) advancement of coronavirus contamination. The qualitative treatment takes place in the light of qualitative journalistic content analysis (BAUER; GASKELL, 2002) in combination with Journalistic Discourse Analysis (BENETTI, 2010), which recognizes the dialogical and polyphonic composition of the elements that make up the heterogeneity of the television news discourse (texts and images).
