SUMMARY:

The present work aims to make the process of obtaining preferences of decision makers
(DMs) more efficient, in order to contribute to more assertive decisions and with less cognitive
effort, according to the prioritization method of options and the graphical model for resolution
of conflicts (GMCR ). Based on this principle, this research developed two methodological
proposals to make the results resulting from the modeling of the conflict more consistent,
based on the declarations of preferences expressed by the DMs. Initially, an attempt was made
to implement a multi-criteria evaluation within the method of prioritizing options, with the aim
of obtaining more satisfactory responses to conflicts, by virtue of taking into account different
contexts of the problem from the use of criteria. This proposal was applied in an IT conflict.
Subsequently, a new methodological format was developed to work with the prioritization of
options, with the objective of dividing it into stages, since for conflicts with a large number
of options, it is cognitively difficult for the DM to establish an order of his declarations of
preferences in a way efficient. From this, this research proposes a prioritization of options in
stages, where the DMs will consider in the initial stages the most priority options for them
to negotiate, and in each stage the first options will lead the ranking, and the stages that
follow are reconnected through the balances suggested in each phase. This proposal was
applied in a water crisis conflict. Finally, in this work, a conflict related to the preservation
of native aquatic species in the reproduction period was modeled against the practice of
predatory fishing by fishermen. The results showed preference rankings and suggestions for
more consistent balances, in addition to contributing to a lower cognitive effort of DMs.
Therefore, this research can significantly contribute to the decision-making process, with more
structured decision-making, which may result in several impacts, in this case: social, economic,
political and environmental, with the adoption of actions that may reflect the demands real
required by public or private bodies, through the inclusion of different scenarios (criteria) in
the modeling of analyzed conflicts and resolution of more complex conflicts in stages, resulting
in the choice of more satisfactory actions by managers.
