SUMMARY:

Sanitary sewage is vital to guarantee a dignified life. The absence of this service can have negative impacts on various sectors such as health, education, environment and economy. Brazil's goal is to guarantee the universalization of this service by 2033. However, this goal is still far from being achieved, thus analyzing the scenario of exhaustion in rural communities, the situation becomes even more worrying. The rural area have being marginalized by public sanitation policies for years, which induced the rural population to create their own sewage disposal measures. Faced with this problem, decisions to remedy the deficit of this sanitation service must be taken, especially for the rural area. These decisions are not easy tasks. They usually involve differents sort of criterias and a variety of alternatives. Thus, this research proposes the construction of a decision support model that identifies and selects sewage treatment alternatives for the rural area of a municipality in Paraíba based on the values of the decision maker. To identify the objectives of the manager who is at the forefront of decision making, the Value-Focused Thinking (VFT) problem structuring method was used, and for the construction of the model and application of the multicriteria method, the framework proposed by De Almeida (2013) and the Decision Support System (DSS) of PROMETHEE-ROC. The model allowed the decision maker to have a simplified visualization and a greater understanding of the problem, which allowed the identification of economic and technical criteria, as well as environmental and social ones. The VFT allowed the decision maker to identify existing decentralized technologies for sewage treatment based on their values and the PROMETHEE-ROC provided a more accessible, interactive process with less cognitive effort. The DSS presented as a suggestion for the decision problem the built wetland technology, which was the decentralized technology that showed the best average performance in all criteria, as expected by the decision maker. This work showed that through the scientific methodology it is possible to guide the decision process, preventing decision making from being limited to technical and financial factors Only. Thus, the model also allowed the introduction of highly subjectivity points such as health education of the rural population and environmental damage. It also provided a debate on the reality of rural sanitation and on possible actions to expand the coverage of sanitary services in rural areas.
