SUMMARY:

Decision making about the location of facilities is considered one of the key factors for
the success of companies in general, and can generate results such as opening new markets,
cost reduction, sales increase, and even strengthen their competitive position. However,
decisions of this type are considered complex because they involve multiple conflicting
objectives, so that it is difficult to consider all the factors inherent to each specific decision
without the use of some problem structuring method. The decision process for business location
is also characterized by the direct involvement of multiple actors. Thus, this paper proposes a
multicriteria model to solve a facility location problem in a food company in the context of
multiple decision makers, using the Value Focused Thinking (VFT) method approach to
structure the decision problem by integrating into a framework for building twelve-step decision
models proposed by De Almeida (2013) and the use of the FITradeoff multicriteria method for
preference modeling. FITradeoff is an interactive and flexible method requiring only partial
information that demands less cognitive effort from the decision maker based on a procedure
with a strong axiomatic structure, which is an outstanding factor. Another advantage is the
possibility of combining two paradigms for preference modeling, namely elicitation by
decomposition and holistic evaluation, making the process even faster. In this work, nine
criteria were found to evaluate eight rentable buildings in the city. Preference elicitation took
place through the decision support system (DSS) of the FITradeoff method with the help of an
analyst experienced in multicriteria decision making. The decision makers, owners of the
company, were able to structure the problem jointly, listing all their objectives exhaustively. In
light of this, the decision makers established nine criteria to evaluate eight alternatives. As a
result, the ranking of the alternatives of each of the decision makers was confronted in a
consensus process. The solution was accepted by the entrepreneurs and is in the implementation
phase. This work also brings insights from the decision makers regarding the applicability and
use of the methods, as well as some suggestions for future improvements. Economic impacts
that deserve to be highlighted was the reduction of time to make decisions and the cost reduction
for the company with the implementation of the model, enabling a decision that meets the
established objectives.
