SUMMARY:

The current situation of the Civil Construction Industry (ICC) is characterized by the rise of digital tools, resource constraints and the search for efficiency in construction, driving the adoption of BIM (Building Information Modeling) technology. In the Brazilian context, the legal obligation to apply such technology in public projects acts as a catalyst mainly in the context of public management. At the same time, the internal transition process to incorporate BIM calls for the development and implementation of new project management practices that suit the characteristics of the new technology, with agile methodologies highly recommended in the literature. Considering the investment of resources necessary to support the implementation of BIM in the organization, a clear and structured definition of the functionalities that will be implemented and an evaluation of the solutions found provide greater security in the decision and application of the public resource. Thus, this work proposes the application of the Value Focused Thinking -VFT approach to clarify the objectives of promoting the integrated implementation of agile methodologies and BIM technology in public management. The application of the approach was carried out at an executive institution in the state of Pernambuco. As a result of the case study conducted, it was possible to identify the strategic objective, decision driver, fundamental objectives and the middle objectives and the means-end network of objectives, shaping the decision context and the possible paths to reach the fundamental objectives. Based on the interpretation of the network of objectives, observations, and interactions with the decision maker, it was also possible to generate the general needs program that provides guidance for the construction of an implementation plan and subsidizes decision making.
