SUMMARY:

Public security is a growing problem in cities around the world, making it necessary to constantly assess crime rates and implement actions that can effectively improve the feeling of insecurity of society as a whole, as well as mitigate the problems generated in this area. In this scenario, smart and sustainable cities have emerged to support these transformation processes, seeking solutions to impasses in various areas, improving the supply of services and quality of life for citizens. However, public security issues end up being neglected. In this regard, this study aimed to present a group decision model, with the purpose of evaluating and suggesting improvements in public security for smart and sustainable cities. To this end, we worked with three decision makers, representatives of the Civil Police, the Federal Police, and the Military Police. Initially, the research problem was conceived with the support of two problem structuring methods. Next, individual preferences were evaluated with a multicriteria decision method, resulting in three alternative rankings. Next, a voting framework was applied, with the purpose of aggregating the decision makers' preferences and finding a global result. Thus, it was possible to analyze indicators, evaluate the particularities of each police institution, suggest actions for transformation in the area, and, above all, promote and disseminate the concept of smart, sustainable and safe cities.
