Solar energy technology has advanced rapidly, new classifications and estimates of production
capacity are being achieved each year. In this scenario, Brazil is one of the countries with the
greatest potential for the generation of photovoltaic energy. The direct conversion of solar
radiation, through panels and modules, in addition to being a clean, renewable and sustainable
way of generating electricity is a major driver of job creation, technological improvements,
generation of new knowledge and innovation for companies and the population. In this context,
one of the main problems encountered relates to conflicts between prosumers and the sector's
regulatory agency. With this in mind, the objective of this study is to shed light and suggest
procedures for resolving the conflict between owners of photovoltaic technology and the
regulatory agency of the Brazilian electricity sector (ANEEL), through the application of tools
designed to analyze and resolve conflicts. The application of these mechanisms made it possible
to analyze and acquire more knowledge about the central problem, its main causes and
consequences for, shortly after, the application of the Graph Model for Conflict Resolution
(GMCR) with the help of the GMCR + software. The dispute involves two actors and a central
issue: the possible end of incentives for the development of photovoltaic energy in Brazil, by
ANEEL, and the disadvantages it would cause to those who had already invested in it. Action
options and estimated preferences were drawn up for each DM and concepts of solution to the
conflict were found. In addition, a reverse analysis was carried out to identify how better results
could be achieved. In the end, recommendations for actions that could bring the conflict to a
conclusion were generated, in addition to demonstrating the applicability of the graph model in
the analysis of a real-world conflict, its usefulness in helping with the decision making process
and the presentation of ideas for future work on this topic.
