SUMMARY:

The use of decision support models is crucial for stakeholders to have the necessary and sufficient elements for the decision-making process, especially at a time when decisions have become increasingly complex due to the abundance of available information and a competitive, dynamic market that demands greater decisiveness from decision-makers day by day. In this context, the decision-making process is relevant in various market segments, and among them, the construction industry is one. Thus, having methods and tools that can contribute to the allocation of limited resources in a way that maximizes the expected return becomes essential. This case study combines two techniques from Operations Research, one based on Shapley value theory, and the other based on the knapsack problem heuristic. These techniques are applied in the decision-making process for composing a portfolio of projects for a given year. The two techniques are used as stages within a decision support system, and their application is facilitated through technological resources, creating a decision support information system that offers alternatives to choices made by decision-makers. As a result, the combination of techniques through the information system has proven to be a way to provide better choices and more efficient use of existing resources, as will be evident in the following dissertation chapters.
