SUMMARY:

The São Francisco River Integration Project with Northeastern Watersheds (PISF) was designed to mitigate the recurring problem of droughts in the semi-arid region. Its objective is to guarantee water availability, increase the chances of growth of the hinterland, reduce regional disparities and promote water security in the benefited areas in the states of Ceará, Paraíba, Pernambuco and Rio Grande do Norte, thus transferring water from the São Francisco River basin. Whose supply is more stable, to receiving basins that suffer from climatic uncertainties. In this sense, the PISF encompasses governance processes necessary to achieve the objective of its design, which is the issue of water availability, in addition to meeting legal and regulatory requirements, the sustainability of the enterprise as well as the governance of its management system. The present study aims to propose a multilevel polycentric institutional governance model for water in the East Axis of the São Francisco River Integration Project. For this, the research aims to analyze national and international experiences of integration projects between river basins, the legal and institutional aspects related to PISF management, identify and apply environmental and water resources governance indicators, verify the perception of the various stakeholders involved. in the management of the PISF and, finally, to propose and validate the model for polycentric and multilevel governance of the East Axis of the São Francisco River Integration Project.With a view to achieving the objectives, data collection and theoretical deepening were carried out, later there will be a deepening of the discussion. The tools for collection and analysis in this study were: Constellation Analysis, Reference for the Assessment of Governance in Public Policies of the Federal Court of Auditors (TCU), Indicators of environmental governance and water resources of the Organization for Economic Cooperation and Development (OECD), Water Observatory (OGA) and TCU and application of a questionnaire referring to the indicators raised in this research.As expected, results we have: the integrated analysis of governance highlighting perspectives and scenarios that directly interfere in the management of actions that permeate the PISF and the degree of impact both for the environment and for the society belonging to the region of this study. In this way, it is expected to develop a practical model that allows mapping and the continuous improvement of the structures that are an integral part of the water and environmental governance of the Basin Integration Project with the Northern Northeast, with the identification of indicators that are indispensable and preponderant to subsidize the planning and management of the water resources in question. This model can also be replicated in the North Axis of the project, safeguarding its proper specifications.
