SUMMARY:

The unbridled use of natural resources resulting from the increase in the consumption of products and services in Brazil has a great influence on the generation of solid waste which, in turn, causes great negative impacts on the environment when not properly disposed of. Since the 20th century, the country has sought to develop public policies that contribute to the sustainable use of natural resources, to expand the economy without causing environmental damage. The Tax on Operations Relative to the Circulation of Goods and on Provision of Interstate and Intermunicipal Transport and Communications Services (ICMS, in Portuguese) is the tribute responsible for most of the tax collection of Brazilian States. Part of the ICMS in Brazil is intended for the socio-environmental development of the States, also known as Ecological or Socio-environmental ICMS. In Pernambuco, this environmental portion was established through state Law number 11.899/2000. Among the environmental criteria selected in Pernambuco to receive the Socio-environmental ICMS is the solid waste criterion, that is, municipalities that have a solid waste treatment system with adequate disposal, duly licensed by the Pernambuco Environment Agency (CPRH, in Portuguese) have the right to receive part of the Socio-environmental ICMS. After more than a decade of implementing the policy, regarding solid waste management, the Socio-environmental ICMS favors the strengthening of the solid waste management system in Pernambuco. However, after more than a decade of implementation of the policy, it appears that only 55.68% of the municipalities in Pernambuco are meeting the environmental criterion, far from an ideal scenario.
