THE CHALLENGES OF CONSORTIATED SOLID WASTE MANAGEMENT: A CASE STUDY OF THE AGRESTE ALAGOANO.

Given the entire scenario experienced in recent decades, and with the development and extension of the PNRS deadlines, there was a need for the states to develop methods for managing the Solid Waste generated by their populations. Therefore, this research aims to identify the main challenges of solid waste management, faced by the consortium of agreste from Alagoas, in order to assess its technical, socioeconomic and environmental sustainability. Having as a methodology the preliminary survey of data from the competent bodies and reference bibliographies on the subject; in addition to field research, with specific analyses, and data analysis with proposals for improvements. The municipalities of Alagoas have an Integrated Solid Waste management system, where each municipality has the obligation to manage the Solid Waste generated by its population, however, for economic and logistical reasons, consortia were created, divided into Regions, to a more effective management of solid waste. The study region, the Agreste Region, covers a population with low purchasing power, and as a result, the Solid Waste generated in the area is mostly organic, a factor that justifies the adoption of management aimed at the use of these materials within the reality of the municipalities . However, there is still the lack of political incentive, together with the lack of funds directed to the management of Solid Waste and the lack of qualified and competent professionals, for a better and effective management system, containing, above all, a systematic inspection.
