SUMMARY:

Undoubtedly, over the years, the generation of solid waste has been a major problem throughout Brazil and the world. Due to some peculiarities that converge both characteristics of developing and developed countries, Brazil has been facing challenges in the integrated management of solid waste and, consequently, in its final destination, increasing even more the costs related to the process. Due to the constitution of these residues and the roles commonly assigned to federal agencies, integrated management and the development of methodologies that reduce the generation and improve the reuse of these residues have been presented as an alternative for reducing costs and associated impacts. In this sense, the Federal Government created, through art. 16, of Decree 7,746/2012, a planning tool aimed at establishing sustainability practices and rationalizing the expenses and processes of various items related to Public Administration, called Sustainable Logistics Plan (PLS), including a specific item for solid waste management. Aiming at full compliance with the relevant legislation, the conservation of the environment and the application of good practices that generate cost reduction and improvement in the quality of life of its employees, the Brazilian Air Force (FAB) has been implementing the obligation throughout the organization. elaboration and execution of the PLS, however, as it is a recent process in the institution, monitoring and control mechanisms are necessary for a correct and full attention to the theme. Thus, the present study aimed to structure an index of corporate solid waste management based on the PLS indicators in public institutions, having as a pilot unit for a case study a barracks of the FAB, of the Ministry of National Defense, through the analysis of technological routes by gravimetry and processes that generate solid waste, considering international (ODS) and national (legislation) guidelines. For this purpose, the concepts of the 5Rs provided for in the National Solid Waste Policy were considered, in addition to the following criteria: i) efficiency; ii) effectiveness; iii) effectiveness; iv) economy; v) potential impact; vi) socio-environmental responsibility and vii) legality, with the expected final result being the creation of a normative model for integrated solid waste management that reaches the entire organization, standardizing and making mandatory the use of the model presented in the Thesis in all Military Organizations - OM of FAB.
