SUMMARY:

The doctoral research that underlies this monograph aims to develop, propose and validate an indicator tool that supports prior and monitoring actions of transport policies, with a view to achieving the Sustainable Development Goals (SDGs) of the 2030 Agenda. In a context of depletion of natural resources, growing social inequalities and relevant economic constraints, it has never been more important to focus on achieving sustainability at a global level. Therefore, it is necessary that regions and sectors act in an integrated manner that is guided by the same vision. In this sense, it is inevitable to highlight the fundamental role played by the transport sector as an activity that makes all other urban activities viable. Although transport has the scope of its role neglected in most studies on the subject, including in publications by the United Nations (UN), a partial literature review, with bibliographic and narrative analysis, presents a dependence on intervention of transport policies to achieve the SDGs proposed under the 2030 Agenda. Having and implementing a mobility plan is the first step for Brazilian cities to tread the path of sustainable development. Although extremely important, a plan does not guarantee the implementation of actions that in fact positively impact the achievement of the 2030 Agenda. In this sense, the need to propose sectorial targets and indicators for monitoring proposals and implemented is highlighted. Therefore, based on the literature review, 45 support measures for transport policies were proposed, organized into seven Thematic Groups. A grouping of the 17 SDGs into four Groups was also proposed. Furthermore, based on a critical-reflective analysis, 95 targets of the 17 SDGs were highlighted as dependent on operations in the transport sector for their achievement. Based on Thematic Groups and SDGs, an analytical instrument was proposed for Brazilian academic experts to validate and rank these measures and goals. As this is a qualifying text, to emphasize the feasibility of the research, a pilot research that has already been carried out is presented, based on just the 4th SDG. Finally, strategies to be followed until the conclusion of the doctoral research are presented.
