SUMMARY:

This thesis seeks to understand the effect of Operation Car Wash on the 2018 parliamentary election. This work aims to highlight whether candidates involved in the Operation Car Wash investigation and its developments were affected electorally by the measures adopted by the federal police operation, and to what extent. The hypothesis considered here is that, in the 2018 electoral process, Lava Jato negatively affected the performance of federal deputies investigated by the Operation. This hypothesis is evaluated based on the premise that the meaning of accountability travels a tortuous theoretical path, which, on one hand, admits its possibility and, in another perspective, asserts its practical impossibility in consociational electoral systems. The electoral performance of candidates for public office can be affected by a variety of correlated conditions, and the challenge posed by proportional elections is to allows voter to establish a clear and specific relationship with the performance of candidates and to allocate his or her vote according to this relationship. The matching and linear regression techniques are the two strategies chosen to achieve the proposed goal and to discuss the argument that electoral accountability, in the proportional system, is less clear and straightforward than in the majoritarian system. Operation Car Wash had repercussions on the 2018 parliamentary election, and there is a correlation between Car Wash and the performance of candidates who sought re-election to the House of Representatives in 2018. The effect of Operation Car Wash on the electoral performance of candidates is negative and statistically significant, confirming the initially formulated hypothesis. The judicial system plays a role in electoral accountability, in which voters refuse to support candidates involved in corruption cases.
