SUMMARY:

Admitting that knowledge is the core of science and that it is socially constructed, it is also admitted that, in a scientific field, it is the result of a social structure that, well defined and organized, promotes its recognition. The emerging demand of the Executive Secretariat in Brazil is its institutionalization by Brazilian research promotion agencies. The gaps in its conceptual constitution are the biggest obstacle. However, internally, it is the result of the external parts of its social organization. Externally, the field suffers the consequences of the current priority and meritocratic scientific paradigm, which leaves it outside the reward system and inhibits its development. Despite this, the field continues to promote resistance actions that make it produce knowledge and invest in improvements in its social structure. Given this scenario, supported by the social dimension of Information Science, in the light of the History, Philosophy and Sociology of Science, this work intends to answer what are the historical and current structures of the scientific institutionalization of the field of the Executive Secretariat in Brazil? Three Axes of investigation led to the answer, representing social and conceptual components that, theoretically, are absent in the field: 1) Delimitation of its research agents; 2) formation of scientific domains; and 3) notes on intellectual influences. On these axes, the fundamental resources will be presented that allow: to describe the historical process and the current configurations of the institutionalization of the Executive Secretariat in Brazil It will be carried out through a research of a basic nature, qualitative approach, explanatory as to its objectives , using a case study through the analysis of scientific production and the profile of professors working in Bachelor of Executive Secretariat courses at Public Universities in Brazil. In this sense, doctoral professors will be taken into account and with adoption in the Executive Secretariat. As a whole, we seek to visualize how the idiosyncrasies of the social system have promoted the construction of its conceptual system and what notes, based on this investigation, can be made about the future of the Field in Brazil and on which aspects investments should be made to that the field either continues in search of scientific status, or establishes itself as a technical area.
