The growth of scientific publication in open access journals demonstrates that initiatives in favor of Open Science have been successful. However, many challenges still need to be overcome, with one of the prominent ones being the charging of article processing fees, which are adopted by journals following the author-pays model. In this context, for researchers to make their articles openly accessible, they need to cover these fees with their own resources or obtain subsidies from their institutions or funding agencies. Therefore, the general objective of this research is to identify the perception of researchers and managers of open science initiatives regarding scientific publication in open access journals, focusing on political and economic dimensions. Specifically, the aim is to investigate whether there is any correlation between the open access availability of scientific articles from Federal Institutes, the establishment of policies to encourage publication in journals, and institutional training actions for researchers. Regarding the methodological procedures adopted, it is classified as descriptive research with a mixed methods approach. Concerning data collection techniques, a bibliometric study, the application of a questionnaire, and an interview script are proposed. Descriptive statistics and Bardin's content analysis will be used for the analysis of the collected data. Thus, it is expected that this study will contribute to theoretical and practical debates and reflections on open access, as well as on the impacts surrounding the author-pays business model. Additionally, the aim is to contribute to the proposition of national and institutional strategies that support actions to monitor and encourage open access publication.
