Efforts are needed to develop or enhance skills required for the new post-pandemic context. This work involves active learning. In the realm of adult learning in the public sector, Government Schools contribute to strengthening institutions through the training, education, and development of public agents. Using knowledge management tools leverages organizations' ability to efficiently capture, share, organize, and apply knowledge. This not only drives innovation but also increases productivity and enhances organizational performance. Thus, Knowledge Management Maturity Models emerge as valuable instruments for assessing the use of tools and the organizational development level in terms of knowledge management practices. Considering these aspects and the opportunity to contribute to the field, this research poses the question: How to develop a new knowledge management maturity model for the public administration that integrates instructional design principles and activity theory to promote collaboration, efficiency, and continuous learning in organizations? The objective is to propose a knowledge management maturity model for public administration that integrates instructional design and activity theory principles to enhance the effectiveness and application of knowledge management in organizations. The research is applied in nature, aiming to solve a practical problem. It is exploratory and descriptive in terms of objectives and will use the Design Science Research method for technical procedures.
