SUMMARY:

In Brazil, the consequences of anthropogenic climate change are associated with an increase in the frequency and intensity of extreme climate, such as heatwaves, cold spells, droughts, and extreme precipitation, which are the main triggers of disasters in the country. Not all impacts caused by disasters are the same. The same situation can generate diff erent local impacts, depending on the conditions of the social, built, and natural environment of the aff ected areas. This demonstrates that populations already dealing with some level of vulnerability and low resilience are more exposed to climate risks, defi ned by the Intergovernmental Panel on Climate Change (IPCC) as the interaction between climate threats, vulnerability, and exposure of human and natural systems. Thus, this research aims to analyze the vulnerability and exposure that constitute the risk associated with heavy rainfall in João Pessoa, the capital of Paraíba, between 2000 and 2010. It employs the construction of indicator systems to represent the physical, sociodemographic, and environmental dimensions of urban areas. These indicators are derived from data from the Instituto Brasileiro de Geografia e Estatística (IBGE) and the Serviço Geológico do Brasil (SGB), correlated with Defesa Civil records on rainfall impacts between 2015 and 2022. Among the results, there is a notable expansion of conditions contributing to vulnerability and exposure in 2010, primarily due to demographic growth in low-income neighborhoods, where access to infrastructure and urban services is limited. However, these aspects do not exclusively determine the distribution of impacts in the city; areas with low and medium vulnerability have also been aff ected in recent years, despite the main occurrences and the number of aff ected individuals being concentrated in precarious settlements. All these aspects underscore that all regions of the city can potentially be impacted by rainfall events, including their extreme versions. This highlights the challenges for urban planning and emphasizes the need to associate it with Disaster Risk Management (DRM) actions, integrating a framework of anticipatory governance. This approach aims to promote the climate adaptation of the territory and reduce climate risk by intervening in the various dimensions that compose it.
