SUMMARY:

In the current context, especially in medium-sized Brazilian cities, there is an insufficiency of Public Free Spaces (ELP) and areas intended for public use and leisure, in addition to precarious maintenance, which ends up increasingly discouraging the appropriation of these areas by the population. In addition to the problem of quantity and quality of ELP, there is often an unequal distribution in its territory, with its significant concentration in central areas (closer to the main urban centrality), with a concentration of higher and more consolidated incomes in the cities. This is the case of Campina Grande, the second most populous city in the state of Paraíba. According to information provided by the Municipality of Campina Grande (PMCG) in 2021, of the 49 neighborhoods, 31 have areas designated as free spaces for public use. However, most of them do not have adequate infrastructure. Furthermore, there are only 8 urban parks. The first four and main parks were implemented during the 1970s and 1980s, all located in its central area: Parque do Povo, Parque Vergniaud Wanderley (Açude Velho), Parque da Criança and Parque Evaldo Cruz (Açude Novo), the latter, the first to be opened in 1976. These emerged from the Integrated Local Development Plan (PDLI), as part of the Federal Government's urbanization and spatial planning program. With regard to the neighborhoods furthest from the main urban center, the first parks were implemented four decades later: Parque Ecológico de Bodocongó and Parque da Liberdade, both opened in 2017, followed by Parque Linear do Tambor and Parque Linear da Dinamérica, opened in 2022. In addition to the significant concentration in the area with the best infrastructure in the city, these parks located closer to this main urban center appear to be more qualified than those further away, especially in relation to infrastructure, security and conservation. In this sense, the general objective of this dissertation is: to analyze the qualification levels of urban parks in Campina Grande - PB, based on their location. To this end, four specific objectives were created, namely: (i) Identify, typify and spatialize the main ELP in Campina Grande; (ii) Analyze the location of parks and their correlation with the degree of habitability; (iii) Understand criteria and variables for the process of evaluating the qualification of urban parks; (iv) Comparatively analyze the level of qualification of the parks based on their location and degree of habitability.
