SUMMARY:

This thesis analyzes the social dynamics that characterize the Central de Comercialização da Agricultura Familiar (CECAF) and Feira de Orgânicos, both located in CEASA-PE, from the regulatory apparatus that defines the price, use of spaces, and distribution routine, as well as analyzes the set of strategies used by farmers to make the commercialization of their products viable. The effects of the COVID-19 pandemic on the operation’s change of CEASA-PE and its initiatives on the farmers' strategies also integrate this thesis's purposes. How do the structures of the wholesale markets that aggregate family farming operate and in what way are family farmers present in these structures? And how are the rules and guidelines that guide the activity of family members defined are the main questions of this research. The results point to the details of the internal logic of the businesses, of the collective dynamics that make up the political instances of the regulation of directions to family farming. The cases demonstrated an incipient participation of cooperatives and associations of farmers' representatives, contrary to the projects of creating these spaces. That led to the ampliation of the bargaining power of institutional management, private initiative, and intermediaries in the management of businesses. This scenario prevails in CECAF, when compared with the Feira de Orgânicos, where farmers enjoy greater autonomy. The protagonism of family farming is especially present in the creation of logistics - of vehicles for driving and transporting goods, of barter and obtaining products that increase their sales portfolio and use of information technology - in pricing and also in the creation of informal agreements, which guarantee the conduct of commercial practices. This fact became even more evident during a global health crisis, when online sales, via whatsapp, became part of everyday day family farmer”s life. The importance of food supply networks protagonized by family farming in times of crisis was a highlighted aspect in this work. The research’s evidence suggests that the stability of family farming in Brazilian wholesale markets depends, to a large extent, on the extension of the participation of representative instances in strategic decision-making regulatory spaces of this trade. The contribution of this study to the sociological debate is the possibility of situating CEASA-PE not only as a field of action of the State in the regulation of food supply but as an institutional apparatus responsible for the construction of future markets to family farming, based on a complex network of inter-relationships, which permanently redefine the margin of power and autonomy of family farmers.
