SUMMARY:

This study aims to develop indicators and measure the entrepreneurial capacity driven by
innovation in the ecosystems of the Pernambuco countryside. For this, we will take as a basis
the study by Budden, Murray and Turkaya (2019) to formulate indicators that bring proposals
for metrics that allow the comparison of ecosystems based on elements that lead to
comparative advantage. At first, based on a focus group analysis, it was possible to validate
the proposed indicators to measure entrepreneurial capacity driven by innovation in relation
to the startups generated, entrepreneurship programs, participation in innovation helices,
awareness and prospecting actions , and startup mortality rate for the Innovation ecosystems
of Caruaru and Garanhuns. The results showed that the Caruaru ecosystem is more developed
than the Garanhuns innovation ecosystem. It should be noted that this result stands out in
terms of structural conditions, in which even both regions have innovation communities and
policies to encourage innovative entrepreneurship, the ecosystem of Caruaru has the
differential of being supported by Porto Digital, which connects the actors of the community
to generate interaction events between other ecosystems and thereby raise awareness of more
innovative projects in the said ecosystem's entrepreneurship programs. In addition, the results
point to an ecosystem in Garanhuns that has characteristics of a triple helix
(university-government-companies), with a dynamic of a quintuple helix still in formation,
unlike the ecosystem of Caruaru, which has five well-defined helices, with their actions
driven by the helix of organizations, companies and technology parks. Finally, this research
contributes to the formulation of public policies in the region that encourage innovative
entrepreneurship and, in this way, promote the regional socioeconomic development of these
ecosystems.
