SUMMARY:

It is the role of the university publisher to enable society to access, in the most inclusive way possible, the academic, technical and scientific intellectual product, whether originated in it or not, if it can contribute to the improvement of that same society. In this sense, this research aimed to evaluate the accessibility provided by the Public Federal University Publishers of Brazil, in favour of the right of access to reading, information and communication by People with Disabilities. This is a descriptive research, with a qualitative and quantitative approach, which makes use of bibliographic and documentary research, and uses as an instrument for data collection an online questionnaire created through the SurveyMonkey tool. From the universe of 45 university publishers, which are associated with the Brazilian Association of University Publishers (ABEU), 17 responded to the questionnaire. It was also verified that in more than 75% of the publishers, the websites have practically no accessibility features, such as translation into LIBRAS, use of videos with subtitles, possibility of changing contrast, presence of a site map, among others. Most publishers (94.12%) stated that they had little or no knowledge about the Brazilian Law on Inclusion of People with Disabilities (Law 13.146/2015), despite the fact that this law has parts that directly affect the work of publishers. And the greatest difficulties mentioned by publishers to work on accessibility issues refer to the lack of financial resources, qualified human resources and adequate infrastructure / technological resources. It is concluded that it is essential that federal public university publishers in Brazil endeavour to develop concrete strategies and actions to ensure equitable access to information for people with disabilities and to create specific policies and regulations that promote inclusion and accessibility at all stages of the production and dissemination process of their publications.
