AUXÍLIO-MORADIA NO RECIFE: tensões e contradições no contexto de crise habitacional.

This thesis analyzes housing assistance in Recife between 2016 and 2021, and expresses the tensions and contradictions in the formation of public housing policy in the city. It chooses the following categories of analysis: production of space, housing, socio-spatial inequalities, and urban expropriations. The guiding question of the study refers to the particularities of housing assistance in view of the tensions present in the formation of public housing policy in the city of Recife in the defined period. It formulates as a hypothesis that housing assistance is part of the context of a housing crisis marked by tensions and contradictions that expose sociopolitical and economic factors, and the State's perspective of fragmenting the construction of an effective housing policy that responds to the housing demands of the poor population, invisible in the disputes over the production and reproduction of urban space, without confronting the processes of expropriation and accumulation in the urban area. The research is supported by the materialist-dialectical bases of understanding reality, and brings together reflections from bibliographic surveys, empirical data, interviews, and field observations. The movement of collecting, systematizing, and analyzing information and data articulates three moments: theoretical references based on articles, books, theses, and dissertations, theoretical bases for reflections, which gained concreteness in the process of grouping empirical data, selected through official portals of the City of Recife, IBGE, Ministry of Cities, newspaper articles, in addition to federal and municipal legislation, in particular municipal laws No. 18,863 of November 29, 2021, and 18,936 of June 8, 2022, respectively, which deal with the municipal policy of social housing in Recife and the current regulation of the housing assistance benefit. The second stage, focused on organizing field visits and conducting semi-structured interviews, is based on information gathered through data collection instruments (Appendices A, B and C). Thirteen interviews were conducted: three with managers, four with technicians (involved in the management and operation of the housing allowance) and six with residents (housing allowance beneficiaries). The information was organized into a thematic table containing: thematic cores, sources consulted and a summary of the information obtained, in addition to aspects observed during the interviews and field visits. The time frame, justified by the current political and economic situation, in addition to technical issues, was the period from 2016 to 2021. Regarding the presentation of the chapters, it was decided to initially present elements that demarcate the current urban scenario, such as the production of space, the housing issue and expropriation, followed by the analysis of the conjunctural dynamics, the ultraneoliberal practices adopted in the context of public policies, specifically the housing policy in Brazil and in Recife, in addition to inserting the initial reflections on housing assistance in different realities. In the last two chapters, the applied interviews were analyzed. The final considerations point out the disconnect between the conception of housing policy in force in the city and the capacity of public management to effectively respond to the housing problem, emerging limited and fragmented responses to the beneficiaries.
